At the request of an interested body, and being satisfied that the council shall be operating under and in accord with Part IX of the Education Act, the Minister may, under section 71(1) of the Act establish a school council for a government school. The School Management Handbook (SMH) provides information and guidance to school councils and administrators on local school management procedures and ways the community may participate in school decision-making processes. This document contains information on the roles and responsibilities of school councils, the relevant legislation, a model constitution and general guidelines for financial operations, property management, procurement and employment. Schools Division oversights the development and implementation of policies relating to local school management and the procedures for establishing a school council. Advice on constitutions, matters relating to school council functions and the School Management Handbook is also provided.
